The calendar year doesn't flip a hidden switch. Workday might require a letter on one req and hide the slot entirely on another at the same company. What the portal actually asks for in 2026
Resume-only apply. No letter field, or Easy Apply with resume upload only. Send the resume. Do not email an unsolicited letter unless a recruiter asked for a packet.
Required letter slot. Asterisk on the upload or submit blocked until a file attaches. You need two separate PDFs even when the resume is perfect.
Optional letter slot. Default is resume only unless you have referral, pivot, or gap context that does not fit a bullet or header line.
Senior and executive reqs sometimes say letter optional while the hiring manager still expects one. That is a human preference, not an ATS rule. When the posting names the hiring leader and says strongly preferred, treat it as required.

Pairing traps that waste an evening
Generic optional letters. A strong resume plus empty optional slot beats a strong resume plus a template letter that says nothing new.
Writing the letter before the resume parses. Fix columns, dates, and section order first. Letter text does not backfill missing employer rows on Workday.
Duplicating the resume in the letter. The letter should carry one fact the resume cannot: referral name, pivot bridge, or timing note. It is not a second resume in prose.
Ignoring posting vs form conflicts. When the job ad mentions a letter but the form has no slot, follow the form. When the form requires a letter but the ad lists resume only, follow the form asterisks.
