How to tell: Open the PDF in Preview or Adobe Reader. Try to highlight one sentence with your cursor. If you cannot select individual words, the file is image-based.

Fix: Rebuild in Word or Google Docs. Export PDF from the source that preserves text layers. Never rename a JPG or PNG to PDF. Paste the export into Notepad afterward to confirm job titles and dates survived.
Cause 3: Special characters in the filename
Apostrophes, ampersands, parentheses, hash marks, and accented letters in filenames break uploads on some Taleo configs. The error message rarely says filename. It says try again or session expired.
How to tell: Your file is named O'Brien Resume (Final v2).pdf or Resume #2026 & Cover.pdf and the upload fails instantly or after a long spinner.

Keyword stuffing instead of fixing the container. A perfect Skills list in an 8 MB image PDF still fails upload. Fix size and text layers first, then tune bullets.
